Human Freedom in the Modern World discuss in the rise and development of mass democracies have failed to solve some of the pressing problems of individual freedom. The average man's sphere of freedomhas been much extended, but in some respects the expression of his individuality has probably become more narrowly controlled and confined. Ever since the splitting of the atom in 1945 thoughtful persons have seen a new urgency in a rapid development of the sciences of man in society. The problem of freedom aximization, to the extent that it can be conceived as a problem of maximal relaization of freedom demands, is best approched by making a distinction demand that can, in principle, be vindicated for all huam beings; The right of free speech is such a human rights. Other examples are the right to work, the right to health series the right to leisure. A social privilege, on the other hand, is a right that by its very nature must be limited to some. When it comes to human rights, however, majority rule should not apply. If an exercise of a particular freedom by an individual does not interfere with someone else's freedom, he should not be denied his right no matter how small the minority of which he is a member. This position, to which I shall later refer as the human rights approach, is a value from that of Bentham and the orthodox utilitarians. It is true by definition, of course, that if a man has only one really important goal value, which can be made explicit, then all other values become subordinate, and it is possible to make many valid statements about how the ought to behave to relaize this one value. But this simple kind of man does not exist. As a general working hypothesis, then, I assume that all kinds of human behaviour that concern me in this book are potentially explicable in terms of predictable and demonstrable inter relationships. But I refrain from trying to answer the fundamental question whether or in what sense man may be said to have a free will.

Shri P.S. Khare born in Bundelkhand region of Uttar Pradesh, Jhansi District, holds Post Gradaute Degree in Indian History besides being law Graduate (Professional) from Bundelkhand University. He has been practicing Lawyer in High Court, Allahabad. He is presently associated with the Legal Department of Northern Railways. He has varied experience of not only Service Matters and Labour Laws, but also has expertise on Criminal and Civil laws. Daughter of Shri Khare, Ms. Divya Khare, Divya Khare has been instrumental in pushing her father for doing something for the Society based on human rights, the inspiration has yielded fruitful results.
